A range of topics came up across the panels, including price developments in the flower market over recent months and\u00a0the proposed changes to\u00a0<\/span>statutory health insurance reimbursement<\/span><\/a>\u00a0for medical cannabis. What stood out was how nuanced and increasingly strategic the discussion has become. Falling prices are not seen only as a challenge, but also as a sign of a maturing market in which\u00a0viable\u00a0business models can still succeed. The key now will be to focus on stability,\u00a0quality\u00a0and a broader product portfolio across different price segments.<\/span>\u00a0<\/span><\/p>\n

At the same time, the debate around statutory health insurance reimbursement made clear how important reliable political framework conditions\u00a0remain\u00a0for the market\u2019s future development. The fact that medical cannabis has been reimbursable since 2017 was a major catalyst both for patient access and for the development of the market as it exists today. That makes it\u00a0all the more\u00a0important to\u00a0continue on\u00a0this path and ensure that patients\u00a0retain\u00a0access to the forms of therapy that best meet their needs.<\/span>\u00a0<\/span><\/p>\n

What\u2019s Next for the Medical Cannabis Reform?<\/span><\/b>\u00a0<\/span><\/p>\n

Another key topic at ICBC was whether the\u00a0MedCan\u00a0reform presented last summer is still realistic in its original form. The prevailing view on the panels was that it\u00a0probably is\u00a0not. Many discussions suggested that the political assessment has shifted in the meantime: mail order supply and digital prescribing models are increasingly no longer seen as the core problem, but rather as part of a modern healthcare framework. As a result, many in the industry expect that if the reform is pursued at all, it will look quite different from the version outlined last year.<\/span>\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Case Law Instead of Additional Special Regulation<\/span><\/b>\u00a0<\/span><\/p>\n

Another\u00a0important point\u00a0of discussion at ICBC was the\u00a0<\/span>latest case law surrounding telemedicine<\/span><\/a>\u00a0and platform-based models. The rulings and ongoing proceedings show that the existing legal framework is functioning and that the market is being shaped and clarified through the courts. From the industry\u2019s perspective, that is an important signal. Legal questions are being addressed, unlawful models are\u00a0being reviewed, and the boundaries of compliant market participation are becoming clearer over time. That\u00a0ultimately strengthens\u00a0the argument against the need for an\u00a0additional\u00a0medical cannabis\u00a0reform. If the legal framework continues to be refined through case law, there is good reason to believe that compliant market participants will prevail\u00a0in the long run\u00a0without the need for new blanket restrictions.<\/span>\u00a0<\/span><\/p>\n

Germany as a European Hub<\/span><\/b>\u00a0<\/span><\/p>\n

Against this backdrop, one broader trend is becoming increasingly clear: Germany is positioning itself as the central hub of the cannabis industry in Europe.\u00a0ICBC once again underscored that development.\u00a0Despite ongoing regulatory debates, Germany\u00a0remains\u00a0the market the industry is watching, and the one where investment, innovation and strategic partnerships are increasingly concentrated. The regulatory environment\u00a0remains\u00a0highly structured and demanding, but anyone following developments in Berlin can see not only the current challenges, but also the growing potential of a European market in which Germany is already playing a leading role.<\/span>\u00a0<\/span><\/p>\n
